Ngashi Ngongo
Public health physician (MD, MPH, PhD) with 30 years of experience, including 16 years with UNICEF in New York, Southern Africa and West and Central Africa. Expert in health systems strengthening, RMNCAH, HIV/PMTCT, malaria and polio; led UNICEF’s Ebola response in Liberia and the DRC.
Gullit Lufiauluisu
Public health physician and biostatistician (MD, MPH, PhD). Expert in strategic and operational planning, MEAL and evidence generation for RMNCAH-N, HIV/TB and WASH; has supported the DRC, Mali, Djibouti, UNICEF and UNAIDS, and more than 50 health zones through Enhanced Monitoring for Action.
Lucien Banze
Public health physician (MD, MPH, PhDc) with 14+ years designing, managing and evaluating large-scale health programmes across sub-Saharan Africa with UNICEF, CHAI and Action Against Hunger; contributed to the Global Fund GC7 funding request. Leads ICHESS research, MEAL and applied epidemiology, including multi-country community health work funded by the Global Fund.
Jean Lubuanga
Administrative and Finance Director with a degree in financial management, specialised in donor-funded health projects. Leads budgeting, costing of financial proposals, budget monitoring, tax compliance and audit defence, ensuring ICHESS meets the financial management and reporting standards of its partners.
Mireille Meta Tshimanga
Public health physician (MD, MPH) with 15+ years in maternal, newborn and child health, immunization and nutrition, including 10 years with UNICEF DRC. Contributed to the 2025–2030 community health strategic plans of the DRC and the Republic of Congo and leads zero-dose child monitoring.
Godet Mpemba
Public health physician (MD, MPH) with 12+ years of research experience in RMNCAH-Nutrition, family planning, immunization, malaria and HIV. Has worked with the Kinshasa School of Public Health, WHO, the World Bank, the Gates Foundation, PATH and the Global Fund; skilled in data quality reviews and strategic planning.
Prince Lumbu
Public health physician (MD, MPH) specialised in programme management and World Bank-certified Survey Solutions trainer. Coordinates field surveys and data analysis for FHI 360 and UNICEF studies, zero-dose child monitoring (Tanahashi method) and immunization quality assurance (LQAS).
ASSOCIATE SENIOR CONSULTANTS
A network of senior experts who have led health programmes for UNICEF, WHO, PAHO, Médecins du Monde, Save the Children and UK Government programmes, and advised ministries of health across Africa and beyond. They strengthen ICHESS teams on Global Fund, Gavi, World Bank and UN-funded assignments, from strategy and financing to field research.
Dr Samson Oboche Agbo
Senior International Technical Adviser (MBBS, MPH, MSc, MBA) – 40+ years in global health leadership: Chief of Health at UNICEF Somalia, Head of Health of the GBP 235 million FCDO Lafiya programme in Nigeria, former member of the Gavi Independent Review Committee. Has stewarded portfolios over US$500 million in 25+ countries; advises the Ministry of Health of South Sudan for ICHESS and the Global Fund.
Dr Grégoire Kananda
Senior Public Health Consultant (MD, MPH), obstetrician-gynaecologist – 35+ years, including Chief of Health at UNICEF Cameroon, community health specialist at UNICEF Niger and manager of a CAD 15 million PAHO–UNICEF immunization project in Haiti. Expert in child survival, iCCM, immunization and results-based management; ICHESS focal point in Niger for the Global Fund BIRCH project.
Pedro Vaz
Senior Consultant in Community Health and ICHESS national consultant in Guinea-Bissau – public health specialist with 35+ years in the national health system, including National Director of Community Health and Traditional Medicine Promotion (2016–2023). CDC-trained field epidemiologist (FETP); supports the 2026 geo-referenced mapping of traditional practitioners.
Dr Bechir Aounen
Senior Public Health Consultant (MD) – 30+ years, including 25 with UNICEF as Chief of Child Survival in Côte d’Ivoire and Cameroon (Deputy Representative a.i.) and Chief of Health and Nutrition in Chad and Mauritania. Led emergency health responses for 200,000 refugees; expert in national health plans, immunization and cold chain, community health strategies and resource mobilization.
Dr Etse Ditri Sallah
Senior Public Health Consultant (MD, MPH) – 27+ years with UNICEF (Chad, Cameroon) and as Head of Mission for Médecins du Monde in Burkina Faso, Liberia (Ebola) and Tanzania. Expert in community health, HIV and malaria, health emergencies and costed operational planning; ICHESS focal point in Chad, where his community health maturity assessment was validated by the Global Fund.
Dr Olivier Kingulu Mawalala
Senior Consultant, Health Planning and Community Health (MD, MPH) – 20+ years across the DRC health system and international missions in Congo, Mali and Djibouti. Rapporteur of the DRC national health development plans, lead evaluator of a World Bank PBF project and co-author of the Republic of Congo community health strategic plan 2025–2030; ICHESS focal point in Congo for the Global Fund.
Prof. Célé Manianga Nkeni
Senior Consultant in Medical Anthropology (PhD) – Associate Professor at the University of Kinshasa and visiting researcher at KU Leuven. Former UNICEF risk communication and community engagement specialist in the Ebola response and senior consultant for WHO impact studies; brings rigorous qualitative and mixed-methods research on the social drivers of health behaviours.
Georges Batala-Mpondo, MPH
Senior Consultant in Community Health (MPH), Republic of Congo – national consultant for ICHESS and the Global Fund since 2022: community health situation and maturity analyses, evaluation of the 2021–2024 strategic plan and investment mapping. Coordinates UNICEF-funded immunization demand projects, including zero-dose catch-up, and brings strong SBCC and advocacy skills.
